### Definition

A recurring meeting structure that leads with the blockers and constraints preventing progress rather than with status updates, requiring participants to submit a written pre-read before the session and to classify each item as decided, flagged, or in progress.

A status update meeting produces information. A constraint-first meeting produces decisions. The format swap is structural, not motivational. It changes what participants prepare before the meeting, which changes what the meeting can produce.

- Your weekly operations meeting regularly ends with fewer than two decisions made.
- The first twenty minutes of your recurring meetings are typically status updates nobody needs in real time.
- No pre-read exists for your recurring operational meetings. Participants arrive unprepared to decide.
