### Definition

An operational process that spans more than one team or functional area requiring explicit ownership, decision authority, and handoff protocols that don't exist when each team only manages its own internal processes.

Most operational failures happen at the boundary between teams, not within them. A cross-functional process with unclear ownership produces a predictable failure: each team assumes the other is handling the handoff, and the gap between them becomes a recurring customer problem.

### Indicators

- An operational issue in the last six months required more than one team's involvement to resolve, and nobody knew the person responsible for the resolution.
- You have a recurring failure pattern at the handoff point between two specific teams.
- No DACI (Driver-Approver-Contributor-Informed) map exists for your highest-frequency cross-functional decisions.
