### Definition

The organizational norm in which commitments made in meetings are reliably followed through to completion, characterized by observable completion definitions, named owners, and a zero-tolerance norm for undiscussed carryover.

Execution culture is not built by telling people to be more accountable. It is built by changing the meeting mechanics that make non-completion feel normal. A meeting where "in progress" can survive three consecutive sessions without a direct challenge has already created an execution culture, just not the right one.

### Indicators

- Your team's retrospective ratio (completed commitments ÷ total commitments made) has never been calculated.
- The same agenda item has appeared in your meeting notes as "in progress" for two or more consecutive sessions.
- When something stalls, the default response is to carry it over rather than immediately ask what specifically is blocking it.

### Quick Win

- Calculate last quarter's retrospective ratio: completed commitments ÷ total commitments made.
- If you can't calculate it because nobody tracked it, that's the finding, not a technical gap.
