### Definition

An experienced operational executive contracted part-time or for a fixed scope, for a defined period with specific deliverables, contracted authority limits, and a named transition plan for when the engagement ends.

Most fractional COO engagements fail not because the person was wrong for the job but because the deliverables were vague, the authority was undefined, and the transition plan didn't exist. "Improve operations" is not a deliverable. 

A well-scoped fractional engagement produces something transferable, whereas a poorly scoped one produces dependency on the fractional COO.
