### Definition

Completed commitments divided by total commitments made in a quarter is the single metric that measures whether an organization's meeting culture produces real outcomes.

A ratio above 75% indicates a functioning execution culture. A ratio between 60% and 75% indicates a structural gap that structured meeting design can address. A ratio below 60% indicates a systemic problem requiring fundamental redesign of meeting structure and commitment accountability.

An operations team that consistently commits to more than it completes has a structural problem, not a people problem. 

The retrospective ratio surfaces that structure by making the completion rate visible and comparable across quarters, replacing the qualitative feeling that "things aren't getting done."

- You've never calculated your team's retrospective ratio.
- Action items from team meetings are completing at a rate you'd estimate below 75%.
- Commitments are made in meetings without completion definitions, meaning "done" is interpretable rather than observable.
