### Definition

The third stage of operational maturity is characterized by genuine authority transfer, documented Zone 1/2/3 maps for direct reports, and a leader whose primary operational work has shifted from managing systems to developing the judgment of the people running them.

Most leaders who think they are delegating are actually assigning tasks with implicit approval requirements. Delegation without a documented authority map — Zone 1/2/3 at minimum, is not delegation. 

It is distributed execution with retained control. The delegator stage only exists where the authority map has been written.

### Indicators

- You nominally delegate decisions but find yourself involved in most of them anyway because the boundaries were never written.
- No Zone 1/2/3 authority map exists for any of your direct reports.
- Team members describe "delegated" decisions as ones they bring to you before acting rather than ones they make independently.
