### Definition

The fourth and highest stage of operational maturity is characterized by board-level metric translation, pre-emptive infrastructure investment ahead of growth, and an operations function that runs independently of its leader's daily presence.

A Strategist-stage leader does not manage operations. They design the systems and develop the people who manage operations.

The distinction matters because strategist-stage activities (board translation, capacity forecasting, exit readiness) are incompatible with doing the work they require others to have systematized.

- The operations function cannot run without your daily involvement.
- No operational metric you track is presented with a forward-looking infrastructure investment case attached.
- Board presentations from operations are primarily retrospective rather than forward-looking.
