### Definition

A structured, recurring evaluation of a vendor's actual performance against independently measured SLA criteria, conducted quarterly, used as the objective basis for improvement plan initiation, contract renegotiation, or transition planning.

A vendor performance conversation without a scorecard is an opinion. 

A vendor performance conversation with an independently measured scorecard is a fact-based discussion with documented evidence, which is a fundamentally different negotiating position and a fundamentally different operational management practice.

### Indicators

- Vendor performance reviews happen informally, if at all, without a structured scoring system.
- Vendor SLA data comes from vendor self-reporting rather than your independent measurement.
- No formal performance threshold exists that triggers a renegotiation or transition conversation.

- Pick your top vendor.
- Pull their self-reported performance number.
- Now check three data points independently from your own operational records.
- If your figures show more than two to three percentage points below the vendor's self-reported rate, you have found a performance scorecard gap that warrants a formal conversation.
