### Definition

A decision that requires explicit sign-off from a supervisor before action is taken is the highest-friction authority level. Of the three zones, Zone 3 should contain the fewest item categories. An oversized Zone 3 is evidence of undelegated authority rather than appropriate governance.

Zone 3 is where most authority maps fail. Many items sit in Zone 3 because defining their boundaries requires the kind of judgment that's easier to retain than to document. 

An operations leader with 20 items in Zone 3 hasn't built a delegation system. They have built a bureaucratic funnel that everything passes through on its way back to them.

### Indicators

- Zone 3 contains more than five item categories for any direct report.
- The same Zone 3 decision has been approved identically every time it was brought to you.
- A team member has complained that "everything needs your approval," which is probably accurate.

### Quick Win

- List every decision currently requiring your sign-off.
- For each, ask, "Has it been approved identically every time?"
- If yes, move it to Zone 2\. It isn't a decision anymore.
