D07 - Decision Rights Clarity

Definition

A decision that a team member makes independently but must report to a supervisor within 24 hours. It is the most commonly misconfigured authority level because it requires genuine trust without requiring approval.

Zone 2 is the hardest authority level to maintain because it requires the senior leader to genuinely not intervene before the notification arrives and the team member to genuinely report without prompting.

Most organizations collapse Zone 2 into Zone 3 (adding informal approval requirements) or collapse it into Zone 1 (forgetting the notification entirely), losing the precision the distinction creates.

Indicators

• Team members are notifying you before a decision they are supposed to make independently, seeking informal approval in advance.
• Decisions that are supposed to be Zone 2 are arriving as requests for your sign-off before action.
• You have received a Zone 2 notification after a decision and instinctively tried to modify it, which would make Zone 2 in practice function as Zone 3.
