Definition
A three-level classification system for operational software tools such as Tier 1 (core infrastructure: financial systems, HRIS, and CRM), Tier 2 (workflow and productivity tools), and Tier 3 (point solutions for specific use cases), each carrying a different evaluation standard, replacement cadence, and governance requirement.
Treating a project management tool with the same evaluation criteria as an ERP wastes time. Treating an ERP with the same casual evaluation as a project management tool causes costly failures.
The tier system creates proportional governance. The evaluation standard matches the decision's actual stakes.
Indicators
- A Tier 3 tool was adopted without any formal evaluation and is now deeply integrated into a critical workflow.
- A Tier 1 tool selection was made without assessing the company's needs at 2x current scale.
- No classification exists for your current software portfolio. All tools are governed the same way regardless of criticality.
